The old-money mafia. They've run this city for decades, operating out of upscale fronts in Downtown and Uptown. Organized, well-connected, and they don't tolerate amateurs.
A street gang that grew up around the docks. They control the import pipelines — anything that comes in by boat pays them a cut. Rough, numerous, and fiercely territorial.
A loose coalition of dealers, hustlers, and fixers who operate out of the entertainment district. Less organized than the others but well-connected and adaptable.
